There is no "we" for a Captain of a U.S. Navy vessel... the buck stops at the commander's desk. The commander cannot say "we (they, he, she, all of them, etc...) screwed up", the Captain has to step forward and take it on the chin. (This is especially true in the U.S. Navy.
